Step 2: Establish End User Authorization Contacts (EUACs)

An End User Authorized Contact (EUAC) is responsible for managing FedLine® and Reporting Central electronic access. Your organization will either need to establish at least two individuals as new EUACs for Reporting Central or determine which existing EUAC(s) will be utilized. EUACs have the authority to designate individuals (Subscribers) who will submit reports via the FedLine Web Solution, and who are critical to the Reporting Central application setup process.

A holding company organization need only establish the EUAC(s) under one of the organizations in its structure. In order to avoid receiving multiple tokens, it is not necessary to establish EUACs and Subscribers for every legal entity within your structure; the Affiliate EUAC Setup Option can be used in this situation.

NOTE: You may want to consider submitting the forms in Step 1 and Step 2 together to an authorized individual so that the forms can be signed and submitted at the same time.

NOTE: Regarding Step 2 and Step 3, if you plan to set up EUACs or Subscribers who are located outside of the United States or its territories, please contact the Customer Contact Center for more information on this process.

Organizations with an ABA# – Follow these Steps Below

After the successful completion of Step 2 above, proceed to Step 3 to set up Subscribers for your organization.

Organizations with a CIN# or ONLY an RSSD ID – Follow these Steps Below

  • Complete and submit the Federal Reserve Bank End User Authorization Contact (EUAC) Designation and Authorization Form for Reporting Central Services (PDF) in order to designate a primary EUAC and alternate EUACs. This form gives the EUAC authority to designate authorized individuals (Subscribers) to access the Reporting Central application using the FedLine Web Solution. When we receive the completed EUAC form, a credential will be issued to that EUAC.
  • Please take care to identify the appropriate individuals who will fulfill the roles and responsibilities of the EUACs. The EUAC forms must be signed by an authorized individual listed on your organization's Official Authorization List (OAL) or Federal Reserve Bank Reporting Central FedLine® Access Authorization List (Step 1) and the original documents must be mailed to the Federal Reserve's Customer Contact Center
  • If you have questions about the EUAC form, please contact the Customer Contact Center.

After the successful completion of Step 2 above, proceed to Step 3 to set up Subscribers for your organization.

OC 5 includes the terms under which an organization may access certain services and applications provided by a Federal Reserve Bank and under which an organization may send certain data to or receive certain data from a Federal Reserve Bank, in each case, by means of an electronic connection. The CPS describes the policies and practices of the Federal Reserve Banks' public key infrastructure with respect to the issuance, management and usage of digital certificates and sets forth the obligations of certificate users.
