  1. What is Reporting Central?

    The Reporting Central application provides a more secure, technically advanced and efficient system that serves as a single point of entry for Federal Reserve, Federal Financial Institution Examination Council (FFIEC) and Treasury electronic reports submission and file uploads.

  2. Who do I contact if I need more information about the Reporting Central application?

    Please contact your local Reporting Central District Contact with questions regarding electronic submission of financial data and reporting instructions. For assistance with setting up access to the Reporting Central application via the FedLine Web® Solution, contact the Federal Reserve's Customer Contact Center.

Setup Steps to Access the Reporting Central Application

  1. Who in my organization should be engaged in the setup process for the Reporting Central application?

    An End User Authorization Contact (EUAC) is responsible for managing FedLine and Reporting Central electronic access. Access to the FedLine Web Solution is necessary to access the Reporting Central application. To work through the setup steps, an organization first needs to have identified the following:

    • The individuals who will need access to Reporting Central for all reporting with the Federal Reserve.
    • The organization and individuals who will manage electronic access to the Federal Reserve. These individuals are critical to the Reporting Central setup process.

    The following individuals will participate in the Reporting Central application setup process.

    • Authorized Individuals in your organization who serve as a legal basis for establishing your organization’s authority to engage in business with the Federal Reserve and to ensure instructions are accepted only from those individuals that you authorize for your organization.
    • EUACs who have the authority to designate individuals (Subscribers) who will submit reports via the FedLine Web Solution, and who are critical to the Reporting Central application setup process.
    • Subscribers who are approved by EUACs and who will be responsible for FedLine credentials, which are required to access the Reporting Central application. Organizations can request an unlimited number of credentials (FedLine Subscribers) for Reporting Central at no charge.

  2. How many EUACs should my organization have?

    EUACs are the trust anchors within your organization and are critical to the Reporting Central application setup process. Your organization will need to appoint at least two EUACs for Reporting Central. If your organization already has EUACs in place, they may or may not be the appropriate EUACs for the Reporting Central application. If your organization chooses to leverage your existing EUACs, please notify your local Reporting Central District Contact of your intention. If your organization needs to designate additional EUACs, the appropriate EUAC Form must be completed and submitted. Refer to Step 2 for more detailed instructions and links to the appropriate forms.

  3. How can I find out who the EUACs are for my organization?

    A: If you need assistance in determining who the EUACs are for your organization, contact the Customer Contact Center (CCC).

  4. Can one staff member serve as both an EUAC and Subscriber for my organization?

    Yes. However, a Subscriber request must be completed for the EUAC who also plans to be a Subscriber, and it must be submitted by a different EUAC at your organization. Refer to the Reporting Central Application Setup page for more detailed instructions and links to the appropriate forms.

  5. Would the individuals submitting the reports need to be listed on the OAL, Authorization List and/or the EUAC forms?

    No. The individuals submitting the reports do not need to be listed on the OAL, Authorization List and/or the EUAC forms.

  6. How do I access the Reporting Central application?

    Organizations will access Reporting Central via the FedLine Web Solution to submit report data and access electronic reporting applications, report forms and instructions. Access to the application is on the Reporting Central page.

    Please note that you will not be able to access all reports until the reports have been made available within the Reporting Central application.

  7. How should I proceed if my organization submits reports for several entities and has multiple RSSD ID numbers?

    The Affiliate EUAC Setup Option is an alternative to setting up an EUAC within your organization and is your choice, based on how your organization wants to manage FedLine access.

    If your organization is part of a holding company organization, “affiliate” for this purpose is an entity within the holding company organization that already has EUACs established to manage FedLine access to other Federal Reserve Bank services that your organization has elected to use for managing Reporting Central access for your Subscribers.

    A holding company organization need only establish the EUAC(s) under one of the organizations in its structure.

  8. How should I proceed if my organization needs to set up Reporting Central access for individuals who are located outside the United States or its territories?

    The Reporting Central Foreign Electronic Access Process facilitates requests for Reporting Central access by a Subscriber or EUAC located outside the United States or its territories. While individuals in a foreign location will still access Reporting Central via the FedLine Web Solution, the process for requesting and obtaining access is different than that required for domestic individuals and requires additional Subscriber validations and associated forms. This process is designed to help ensure compliance with foreign laws and regulations. Please contact the Customer Contact Center for more information on this process.

  9. Where are the forms located that I need to submit for Reporting Central?

    Refer to the Reporting Central Application Setup page. There you will also find links to the Reporting Central steps you need to take and detailed instructions to follow.

  10. Once I have a FedLine credential for Reporting Central, how do I obtain access within the Reporting Central application to the reports I submit?

    To obtain access within Reporting Central to the reports you submit, please work with EUACs within your organization to ensure that the Federal Reserve Bank Subscriber Access Request Form for Reporting Central (Form RC-1) is submitted. You can request access for all reports for which your organization is responsible using one form per Subscriber per legal entity. However, you can submit a spreadsheet if a Subscriber needs to request access to submit reports for more than 10 legal entities. Please note that you will not be able to access all reports you select on the form until the reports have been made available within the Reporting Central application. All organizations will use their RSSD IDs to complete this form and should follow the steps below.

    • Form RC-1 (PDF) is available online or via FedLine Home. Once each Subscriber request has been processed by the Customer Contact Center, an EUAC will be able to click "Request Reporting Series Access" within the EUAC Center to access a pre-populated Form RC-1 for each credentialed Subscriber. Please note that a separate Form RC-1 must be completed for each legal entity.
    • Send the completed form via fax, mail or email to your local Reporting Central District Contact.

  11. What should I tell my vendor?

    If you need to work with a vendor to assist your organization in establishing its FedLine Web connection, then you need to make sure that any provision of information to your vendor is in compliance with Operating Circular 5’s confidentiality requirements located in paragraph 5.4.
